freshwater quality in these other places, but their
issues are not the same as those in Taranaki.
Using the industry-standard nutrient budgeting
model ‘Overseer’ to impose nutrient caps could
impose very high costs on the dairy industry in
Taranaki, to the detriment of the regional and
national economies. And the clear environmental
benefits would be uncertain and at present
unknowable. The inaccuracy rate for Overseer in
Taranaki is significantly higher than
supplemented by additional reporting as
required. This will enable councillors to raise any matters of concern.
20. The Council can revoke the delegation at any time or when the Covid-19 has clearly
passed.
21. For everyone's information the powers that cannot be delegated are:
the power to make a rate
the power to make a bylaw
the power to borrow money, or purchase or dispose of assets, other than in
accordance with the long-term plan
the power to adopt a long-term …
this period if farmers had not been
changing their practices. Likewise, significantly more sediment (30% more) would have
entered rivers from sheep and beef farms, over this period, had farmers not
implemented controls.
25. In terms of quantitative changes in contaminant loads to water since 1995 from pastoral
lands, sediment and phosphorus loads have reduced significantly, by about 25%, over
this period. Most of the reduction in phosphorus loss rates has come through mitigation

monthly at 77 river sites around New Zealand (Smith, et al, 1989). The programme
includes three sites in Taranaki (Figure 1); one upper/mid catchment site (Manganui
River at State Highway 3, incorporating some farm land area) and two lower
catchment sites (Waitara River at Bertrand Road and Waingongoro River at State
Highway 45).

Water quality has been relatively stable at the Waitara River site compared with
national trends and, not surprisingly, water quality remains high at the upper/mid
catchment Manganui River site. A deterioration in aspects of water quality has
occurred at the site in the lower reaches of the Waingongoro River over

1.1.4 Evaluation of environmental and administrative performance
Besides discussing the various details of the performance and extent of compliance by the Company, this
report also assigns them a rating for their environmental and administrative performance during the period
under review.
Environmental performance is concerned with actual or likely effects on the receiving
its approach
and that of consent holders to resource management and, ultimately, through the refinement of methods
and considered responsible resource utilisation, to move closer to achieving sustainable development of the
region’s resources.

Environmental performance is concerned with actual or likely effects on the receiving
environment from the
the following regional
councils: Auckland Regional Council, Environment Canterbury, Horizons, Northland,
Wellington, Otago, Hawkes Bay and Environment Waikato.
Several of these councils have key performance indicators (KPIs) that set targets for customer
satisfaction, e.g. ARC – ‘At least 75% of customers are satisfied with the resource consent
process’, Greater Wellington – ‘60% of recent applicants and existing consent holders rate
level of satisfaction as excellent or very good’.
