Section 4 presents recommendations to be implemented in the 2014-2016 monitoring
period.
A glossary of common abbreviations and scientific terms, and a bibliography, are
presented at the end of the report.
1.2 The Resource Management Act 1991 and monitoring
The Resource Management Act 1991 (RMA) primarily addresses environmental 'effects'
which are defined as positive or adverse, temporary or permanent, past, present or
future, or cumulative. Effects may arise in relation to:
(a)
This was supported by the findings of the macroinvertebrate survey.
There were no adverse effects on the environment resulting from the exercise of the air discharge consents.
The ambient air quality monitoring at the Kapuni Production Station showed that levels of carbon
monoxide, combustible gases, PM10 particulates and nitrogen oxides were all below levels of concern at the
time of sampling. No offensive or objectionable odours were detected beyond the boundaries during
inspections and
potential issues with the integrity of the injection
well or the injection zone.
Groundwater monitoring carried out by the Council in the vicinity of the Waihapa-F wellsite
does not indicate any contamination of shallow aquifers as a result of injection activities,
further supporting the conclusion that the injection wells and injection zone remain secure.
The information gathered during inspection visits and the data supplied by the consent
holder have been used in compiling this report.
monitoring indicated that the effects of the discharge of stormwater and process waters into the
Kapuni Stream were minimal. Inter laboratory analysis indicated fairly good agreement between both
parties. Surface water abstraction was compliant for the whole monitoring period.
The review of the biological monitoring concluded that overall, the MCI scores for nearly all sites were
similar to or higher than their respective means. The Kapuni Stream was generally in ‘good’ to ‘excellent’
health
discharges, an aerial photograph or map showing the
location of the activity, and an outline of the matters covered by the company’s air
discharge permit.
Subsection 2 presents the results of monitoring of the company’s activities during the
period under review, including scientific and technical data.
Subsection 3 discusses the results, their interpretation, and their significance for the
environment in the immediate vicinity of the site under discussion.

substantiated, as no consent conditions were contravened. In addition, Todd Energy Limited
were prompt to identify and resolve flaring issues according to on-site best practice.
Furthermore, during routine inspections, no offensive or objectionable odours, smoke or
dust associated with activities at the wellsite were observed. The drilling fluids and cuttings
were disposed of at a consented off site facility.
In the period under review, two
Plant during a powder emissions trial; however, no associated adverse effects
were detected offsite. In summary, three incidents were recorded during the year under review none of
which resulted in detectable environmental effects or follow up enforcement action.
During the year, the Company demonstrated a good level of environmental performance and a high level of
administrative performance with the resource consents.
For reference, in the 2016-2017 year, consent holders were found to
Kahouri Stream. Results from the current monitoring period suggest that zinc levels
continue to remain relatively stable and are decreasing over time in the receiving environment.
In the reported period, no effect of emissions to air from the galvanising site was detected at or beyond the
boundary of the site during inspections.
In terms of overall environmental and compliance performance by the consent holder over the last several
years, this report shows that the consent holder’s

In terms of overall environmental and compliance performance by the consent holder over the last several
years, this report shows that the consent holder’s performance remains at a good or high level in the year
under review.
This report includes recommendations for the 2018-2019 year, including a recommendation relating to an
optional review of consents 3860-3, 4528-3 and 4529-3.
