charges are fixed annually to recover the Council’s actual and reasonable costs when
undertaking work for external users under the Resource Management Act 1991. The Schedule of Charges fixes
charges in the following areas:
Schedule 1: Scale of Charges for Staff Time
Schedule 2: Fixed minimum charges for the preparation or change of policy statement or plans and the
processing of resource consents
Schedule 3: Scale of charges for the use of plant
Schedule 4: Fixed minimum

1.1.3 The Resource Management Act 1991 and monitoring
The RMA primarily addresses environmental ‘effects’ which are defined as positive or adverse, temporary or
permanent, past, present or future, or cumulative. Effects may arise in relation to:
a. the neighbourhood or the wider community around an activity, and may include cultural and social-
economic effects;
b. physical effects on the locality, including landscape, amenity and visual effects;
c. ecosystems, including effects

The three issues these submissions address are:
a) activity status and relevant assessment considerations;
b) the sensitivity of the receiving environment;
c) potential adverse effects, and the best method for preventing or
minimising adverse effects on the environment.

Ambient air quality monitoring at the Turangi Production Station showed that levels of carbon monoxide,
combustible gases, PM10 particulates, and nitrogen oxides were all below levels of concern at the time of
sampling. No offensive or objectionable odours were detected beyond the boundary during inspections.
Monitoring undertaken at the Turangi-B wellsite found evidence of stormwater discharging directly to the
Parahaki Stream. An abatement notice was

1 Introduction
1.1 Compliance monitoring programme reports and the Resource
Management Act

remained forested while others were used for pasture
or pine plantations. Now, more than 80 years
later, the forest is covering the land once more.
Pukeiti’s Rainforest tracks take you through this
regenerating rainforest with remnant pockets of
mature forest and some ancient rimu trees. There are
spectacular views of the Tasman Sea, the Pouakai and
the Kaitake mountain ranges.
Be prepared for possible changes in weather conditions.
There are
good
level of environmental performance and high level of administrative performance.
There was a breach of consent conditions due to high suspended solids in the discharge. The effects on the
receiving waters were negligible or minor at most and the consent holder was quick to respond and address
the issues.
For reference, in the 2020-2021 year, consent holders were found to achieve a high level of environmental
performance and compliance for 86% of the consents monitored through the
Section 4 presents recommendations to be implemented in the 2021-2022 monitoring year.
