This guide has been specifically developed for Taranaki and addresses storage ponds only. This
reflects changes in effluent management from traditional treatment ponds (with discharge to
water) to effluent holding ponds (with irrigation to land).

District Council have indicated that they are offering no penalties on rates it has been
made clear to the public that this is only for the New Plymouth District Council portion of
their rates. Communication lines between the all the Taranaki councils are open and none
of the councils have indicated any issues.

The analysis shows that the Council’s monitoring, liaison, and if needs be enforcement of
consents is very effective, achieving extremely high levels of compliance and low levels of
complaint. The average annual rate of non-compliance is barely more than 2%, or 8 events
per year. A very small number of consented sites are proving problematic; the Council
applies the full suite
