Specific elements of hydrocarbon fuels and oils, such as
polycyclic aromatic hydrocarbons (PAH’s), benzene,
toluene, ethylbenzene and xylene (BTEX) are extremely
hazardous when discharged into the environment. Each
of these can cause both short and long term adverse
effects even when discharged in small quantities.
Experience shows that a majority of these pollutants
gain
Henwood Road. This
area was redeveloped during the creation of the SH3 Bell Block bypass. Transit NZ holds consents for the
reclamation of part of the northern end of the lake (5801) and to discharge stormwater from road surface
drainage into the lakes (5803).
1.2.2 Discharges to air
In January 2008, a reconditioned gas fired furnace was installed which replaced the previous gas fired
melting and holding furnaces. Only clean scrap is loaded into the new gas furnace, which discharges directly
away from the cap and on-going
monitoring requirements to manage potential slumping and/or cracking were
discussed.
It was agreed that one of the Directors would talk to the land owner about the final fill
levels, how the capping requirements would be achieved and the approximate timings
of works. This information would then be emailed to Council.

The discharged wood waste appeared to be clean and free of any unacceptable
material. It was noted that some slumping may have
through the ponds. Additional stabilisation is
recommended, for example by grassing areas that won't be filled for a while. The
contractor advised that an attempt had been made to grass the area, however the wet
soil conditions resulted in the work not being carried out. In the meantime adequate silt
control needs to be installed upstream of the site boundary to prevent off site effects.
The tributary was running clean and clear at the time of inspection. Photographs and a
sample were taken. The

Air discharge permit 1.4.4
Section 15(1)(c) of the RMA stipulates that no person may discharge any contaminant
from any industrial or trade premises into air, unless the activity is expressly allowed
for by a resource consent, a rule in a regional plan, or by national regulations. There
is one air discharge consent associated with the cleanfills covered by this report, held
by JW & TC Bailey. The consent covers emissions to air from clean filling and
contains conditions that:

Monk Rd Site:
The discharged wood waste appeared to be very clean and free of unacceptable wastes.
The culvert under Monk Rd was discharging only contaminated spring water as there
was no flow from the pond. Water samples were taken 20 m downstream of Monk Rd
and at the culvert near the dairy shed. A discussion was held about how the fill was
encroaching on the spring channels in the gully. One channel had
