adequately addressed under other provisions of the Plan and do not require
repeating. Section 5.1 explains that the policies apply to all activities within the
coastal environment, regardless of the activity to be authorised and which coastal
management area the activity may fall within. Policy 33 must therefore be read in
conjunction with each of the other relevant policies, including all the General Policies.
Together these policies address the matters covered in the
conditions of this consent, the conditions of this consent shall prevail.
2. The consent holder shall maintain the structure in a safe and sound state such that:
(a) It does not fall into a state of disrepair and continues to function effectively for the
purpose it was designed; and
(b) Its structural integrity is maintained.
3. The consent holder shall ensure that upstream and downstream passage is provided
past the weir and intake structure for trout and native fish in all their life
unless the activity is
expressly allowed for by a resource consent or a rule in a regional plan, or it falls within some particular
categories set out in Section 14. Permits authorising the abstraction of water are issued by the Council under
Section 87(d) of the RMA.
Water discharge permits
Section 15(1)(a) of the RMA stipulates that no person may discharge any contaminant into water, unless the
activity is expressly allowed for by a resource consent or a rule in a regional plan, or by
contaminants. Only a pilot flare was operating. The
API separator and all bunds and ring drains were clear. Everything was satisfactory.

The site was inspected during fine weather with no significant rain having occurred for
a week or more. The skimmer pits were clear and not discharging. The ring drains were
free of contaminants and a frog was in residence at the top end of the drain. Some
flaring was being undertaken, but this was very minor and no downwind effects were
noted. The
management area within which it falls, except as
follows:
(i) rules referenced with a `G' apply to the entire coastal marine area except as otherwise
stated; and
(ii) rules for activities that fall within more than one coastal management area are dealt
with as described in Section 4.2.4.
4.1.2 Planning Maps
The following maps show the location of all coastal management areas. The location of the
coastal marine area boundary at rivers with non-standard "mouths" is also shown where
those rivers
considerations justify otherwise. The representation of the Stratford and South Taranaki
constituencies falls outside the stipulated range. The Council considers that the Stratford Constituency
warrants one member and the South Taranaki Constituency warrants three members for the following
reasons:
• the proposed representation reflects the status quo (with only minor proposed boundary changes),
which is well understood and accepted by the regional community.

survey or will delay the start of operations, regardless of signal strength or
whether distance or bearing from the acoustic source has been determined. Shutdown
of an activated acoustic source will not be required if visual observations by a qualified
MMO confirm that the acoustic detection was of a species falling into the category of
‘Other Marine Mammals’.
3.8.5 Observer deployment
The preference for operational deployment of observers is on the acoustic source vessel.
However, if

altering the hydrology of the site.
Herbivores - Medium Stock are excluded from the site through drains and a two wire
fence around the perimeter. Stock incursions are infrequent.
Possum Self-help This site falls within the Opunake possum self-help operation. Leg-
hold trapping is carried out annually by a contractor.
Predators - Medium Predators including rodents, mustelids, possums,
