5.2 Mr S Bowden, Stratford District Council, spoke to the report updating the committee
on transport activities within the Stratford District. It was noted:
Mayor N Volzke stated that the Stratford District Council would endeavour to
present to the committee members at the next meeting with detail around the
proposed differential targeted rate for Forestry Owners, the current damage being
done, how they would determine whether or not a property is a
monitoring period, Taranaki Galvanizers Ltd demonstrated a good level of environmental
performance and a high level of administrative performance. These results continue the high rating
achieved since the 2020-2021 monitoring year.
The Council’s monitoring programme for the year under review included two site inspections to observe
activities onsite and any air discharges, and two water sampling surveys to assess the quality of the
wastewater discharges and the tributary. There were no samples

Silver Fern Farms Ltd bought Graeme Lowe Protein Ltd site during the 2022-2023 monitoring year. This site
now operates as Silver Fern Farms By-Products. In February 2023, the resource consents 1104-4 and 4033-6
were transferred from Graeme Lowe Protein Ltd to Silver Fern Farms Ltd. Consents 7610-2 and 7611-2.1 are
still under Graeme Lowe Protein’s name but they are no longer in use.
During the monitoring period, Silver Fern
and compliance was achieved. A further 27 (3%) of consents monitored required improvement
in their performance, while the remaining one (<1%) achieved a rating of poor.
In terms of overall environmental and compliance performance by the consent holder over the last several
years, this report shows that the consent holder’s performance requires improvement.
This report includes recommendations for the 2023-2024 year, including a recommendation relating to an
optional review of consents
for another 96 (10%) of the consents a good level of environmental
performance and compliance was achieved. A further 27 (3%) of consents monitored required improvement
in their performance, while the remaining one (<1%) achieved a rating of poor.

This report includes
decommissioning of the water treatment pond was completed with minimal
disturbance and the pasture strike was good, however the soil sampling showed that contaminants
remain above the consent limits in several paddocks. No rating is given for the administrative
performance because there were no requirements for this year. The ratings are defined in Appendix II.
