1.1.4 Evaluation of environmental performance
Besides discussing the various details of the performance and extent of compliance by the consent holders,
this report also assigns a rating as to each Company’s environmental and administrative performance during
the period under review. The rating categories are high, good, improvement required and poor for both
environmental and administrative performance. The interpretations for these ratings are

Temperatures measured at climate stations across the
region show marked increases in air, water and soil
temperature, particularly over the past decade. Changes
in river water temperature are more subtle, while air and
soil temperatures have risen sharply, with soil temperature
increasing at a rate of around 1.4°C per decade. Changes
over 10 to 15 year periods are affected by long-term climate
trends as well as changes due to shorter
extent of compliance by the Company, this
report also assigns them a rating for their environmental and administrative performance during the period
under review.
Environmental performance is concerned with actual or likely effects on the receiving environment from the
activities during the monitoring year. Administrative performance is concerned with the Company’s
approach to demonstrating consent compliance in site operations and management including the timely
provision of information to
included 24 inspections, 343 water samples collected for physico-chemical analysis, and four
bio-monitoring surveys of receiving waters. In addition, continuous monitoring of the
temperature of cooling water discharged and of the Inaha Stream was undertaken, and a staff
gauge rating was maintained for measurement of flow in the stream.
There was a fire at the inedibles plant on 12 January 2014, which affected the operation of the
plant and the monitoring undertaken for about 12 weeks.
The
management and, ultimately, through the refinement of methods
and considered responsible resource utilisation, to move closer to achieving sustainable development of the
region’s resources.

to minimise the generation of wastewater, but this could be further improved.
The discharge of wastewater into the Kahouri Stream did not cause any recorded impact on
the macroinvertebrate communities of this stream, and the impact on water quality was
minimal. However, discharge rates to the Kahouri Stream need to be reduced to ensure a 1:100
dilution. The irrigation of wastewater was undertaken with no significant adverse effects on
the environment, but further improvement regarding
monitor the loading rates on the land
irrigated to ensure compliance with the existing consent conditions.
18. Mr Chapman stated that TBP has recently made improvements to the irrigation
system including an upgrade to a three pump system and the replacement of timers
on the irrigators to ensure more careful management of the discharge. It was also
explained that frequent sampling of treated wastewater is undertaken by TBP and
measured at an independent water testing facility in order to
submitters who wish to present their
submission, to consider all of the submissions received and make recommendations on
all of the submissions.
8. As a result of the decisions made, the 2021/2031 Long-Term Plan will be finalised, audited
and presented for adoption at the Council’s Ordinary Meeting on 18 May 2021. It is
proposed to set the rates for 2021/2022 at the same Ordinary Meeting.
