Groundworkx Taranaki Ltd (the Company) operates a cleanfill and green waste facility located on Victoria
Road at Stratford, in the Patea catchment
This report for the period July 2020 to June 2022 describes the monitoring programme implemented by the
Taranaki Regional Council (the Council) to assess the Company’s environmental and consent compliance
performance during the period under review. The report also details the results of the monitoring
undertaken and assesses the environmental effects of
wastewater treatment plant (NPWWTP) located on
Rifle Range Road between New Plymouth and Bell Block.
This report for the period July 2022 to June 2023 describes the monitoring programme implemented by the

undertaken and assesses the environmental effects of the NPDC’s activities.
During the
Island eruption. The impact of a large Mt Taranaki eruption is the most devastating
scenario with widespread impacts on lifelines infrastructure either directly from the volcanic hazard or
indirectly from loss of other lifelines services. Ashfall from a distal volcano would affect electricity, water
supplies, roads and air transport to varying degrees depending on ashfall depth.
The earthquake hazards include a local fault rupture or shaking from a fault rupture on a major

Recommendations
That the Taranaki Solid Waste Management Committee of the Taranaki Regional Council:
a) takes as read and confirms the minutes and resolutions of the Taranaki Solid Waste
Management Committee meeting held at Taranaki Regional Council, 47 Cloten Road
Stratford on 9 March 2023
b) notes that the unconfirmed minutes of the Taranaki Solid Waste
Annual Plan was adopted
without compromise, including reduction
of the proposed rates increase from 5.72%
to 4.3%.

Association has continuously championed
the think local messaging to support our
business community.
• Successful application of
Government funds for:
• $780,000 Road safety improvements
creating 9 local jobs across 5 projects
• $2M Children’s cycling education park

stopped. The site primarily received
drilling waste from the petroleum industry, and from 2010 also received sludge from the New Plymouth
District Council and Stratford District Council water treatment plants. Drilling waste was deposited at the
stockpiling facility on Surrey Road and dewatered into water treatment lagoons. The water treatment sludge
was stored in a pond on the corner of Surrey Road and Derby Road.
The last delivery of drilling waste was applied to land during the 2020-2021
lactose manufacturing factory plant located on Manaia Road at
Kapuni, in the Kaupokonui catchment. The plant processes milk and whey permeate from dairy product
manufacture around the North Island. There is also an inhalation grade lactose (IGL) plant on the site
operated by another entity, with stormwater discharges from the areas around this activity combined with
those of the lactose plant under consents held by the Company. Wastewater from the factory site is
disposed of by irrigation onto
