Mr B Pope, Compliance Manager, responded to a question raised by Mr D McIntyre in
regard to 3301-22-483, IN/45245, New Plymouth District Council, and noted that the
discharge was the result of a technical issue where there was a defence in law.
3.4 Mr B Pope, Compliance Manager, in response to questions raised by Ms E Bailey, Iwi
Representative, clarified that the assessments undertaken for environmental effects for
incidents of a digger in a river on Weld Road and a
Bristol Road indicates that long filamentous nuisance algae proliferations occur at times at
the Bristol Road site. Monitoring over the 2019-2021 period found that periphyton biomass
at the monitoring site 2.3 km downstream of the scheme intake exceeded the guideline for
benthic biodiversity of 50 mg/m2 on one occasion only (January 2020), despite the
combination of stable flows and summer water temperatures over the January-February
2020 period providing ideal conditions for periphyton growth.
Hickman JD 1997 Family Trust (the Trust) operates a road transport depot located on Waitara Road at
Brixton, Waitara, in the Waiongana catchment. The operations at this site mainly involve packaged dairy
related products. Goods are stored under roofed catchments with the remaining areas being paved or
gravel. The site also has a vehicle parts wash facility with wastewater draining to sumps and then to the
stormwater system. There is a truck wash onsite that the Trust had advised drains to trade
River.
A bridge across the downstream end of the tailrace and a short concrete path provide access for
swimming in the Waiwhakaiho River and spectating whitewater sports.
The New Plymouth training facility of Hearing Dogs NZ is located on Trustpower land immediately to
the west of the powerhouse. Road access to most of the NPDC parcels is via an easement over
Trustpower land.
