Executive summary
The South Taranaki District Council (STDC) operates eight wastewater treatment plant (WWTP) systems
within the district of South Taranaki. This report addresses performances of four of these systems, located in
the Kaponga, Manaia, Patea and Waverley townships1.

Executive summary
The Stratford District Council (SDC) operates a municipal wastewater treatment plant (WWTP) located on
Victoria Road at Stratford, in the Patea catchment.
This report for the period July 2022 to June 2023 describes the monitoring programme implemented by the
Taranaki Regional Council (the Council) to assess SDC’s environmental and consent compliance
performance during the period under review. The report also details the results of the monitoring
undertaken and assesses the
builders mix for retail sale.
Firth Industries holds one resource consent, which includes a total of seven conditions setting out the
requirements that they must satisfy. The consent allows for the discharge of treated wastewater onto and
into land and into an unnamed tributary of the Tawhiti Stream.
During the monitoring period, Firth Industries demonstrated a good level of environmental performance
and high level of administrative performance.
There was a breach of consent conditions

performance and a high level of administrative performance. These results continue the high rating
achieved since the 2020-2021 monitoring year.
The Council’s monitoring programme for the year under review included two site inspections to observe
activities onsite and any air discharges, and two water sampling surveys to assess the quality of the
wastewater discharges and the tributary. There were no samples
these industries that relate to discharges of stormwater, wastewater and
leachate to the Lower Waiwhakaiho River and Mangaone Stream, and to land in the Mangaone Stream
catchment.
One of the intents of the Resource Management Act 1991 (RMA) is that environmental management should
be integrated across all media, so that a consent holder’s use of water, air, and land should be considered
from a single comprehensive environmental perspective. Accordingly, the Council generally implements
Todd Energy Aquatic Centre (the Aquatic Centre)
located on Tisch Avenue, New Plymouth. Wastewater from backwashing the water filtration system and
emptying the outdoor pools is discharged from the ocean outfall situated on the Kāwaroa Reef foreshore, to
the east of the facility. This report for the period July 2022 to June 2023 describes the monitoring
programme implemented by the Taranaki Regional Council (the Council) to assess the Company’s
environmental and consent compliance performance
setting out the
requirements that the Company must satisfy. Resource consent 0715-4.1 allows the discharge of treated
effluent to land and the Waiongana Stream, and consent 5206-2.1 allows for the discharge of piggery
related emissions to air at this site.
The Council’s monitoring programme for the year under review included three inspections and the
collection of wastewater and receiving water samples for physicochemical analysis on two occasions.

An associated consent held by Lloyd Gernhoefer Contractor Ltd (consent 5352-3) permits the discharge of
the contents of effluent treatment ponds, dairy effluent storage ponds, and solids from herd homes to land
