propagation and consequent
dissemination of the endangered
rhododendrons whose future the
Pukeiti Rhododendron Trust is trying
to secure. Members got an opportunity
to see the Rouse House propagator and
improvements to the shade house
which have been paid for by The Trust.
These improvements are designed to
increase the success rate of the
propagation efforts.
The Soup and Large Leaf
Rhododendron Day was once again
threatened by rain but it was decided
to go ahead with it anyway. As it

2.1.1 Inspections
07 December 2020
An inspection was undertaken to assess compliance with resource consent conditions. It was raining at the
time of the inspection. Four samples were obtained; one downstream (clear), one upstream (clear), one from
the storm water discharge pipe (turbid) and one form the head waters adjacent to the storm water
discharge pipe, at this location there was a visible sheen. The

The most significant structures/components within the Race and lake are summarised within
Table 2 and are discussed further as follows.

Component Race Chainage (m) Comment
Manganui River 0 Upstream end of race.
Intake Structure 90 Controls abstraction from the Manganui
River into race.
Tariki Weir 720 Weir assists race flow measurements.
Drop Structure 1270 Race invert level falls by
rain throughout the catchment. At the time of
sampling the stream was in fresh (recession) and running at a moderately high flow rate at 7.3 m3/s. The

stream was turbid and brown in colour. The piggery wastewater flow rate from the final pond was
estimated to be at 14 L/s.
The wastewater discharge from the final pond had no visual downstream environmental impact on the
Waiongana Stream at the time of the survey. The consent holder continued to discharge for a
abstraction permit (groundwater)
Section 14 of the RMA stipulates that no person may take, use, dam or divert any water, unless the activity is
expressly allowed for by a resource consent or a rule in a regional plan, or it falls within some particular
categories set out in Section 14.
Petrochem Limited holds water permit 10295-1 to cover the taking of groundwater, as ‘produced water’,
during hydrocarbon exploration and production activities at the Kowhai-D wellsite. This permit was issued

inspection of the well sites associated with the MMPS was carried out to check for compliance
with resource consent conditions. Heavy and persistent rain had fallen the previous night. Well sites
inspected were Mangahewa-A, C, D, and E; Pouri-A; Pukemai-A; Tuhua-A, B, C and D; McKee B, C, D and E;
Toetoe-A, B and C; and Mystone-A. In general, the sites were tidy and clean with minimal activity occurring.
The sites were being maintained with weed spraying evident on the site and in some places within
lakes in the region are small lakes classified as having an open water
area of between one and five hectares. Only two lakes are recorded as having an open water area of
greater than 30 hectares.
13. In addition, there are a number of lakes in the region with an open water area of less than one hectare
which are not identified by FENZ, but still fall within the broad definition of ‘lake’ under the RMA.5 These
water bodies are more likely to be classified as wetlands rather than

It is possible that flaring may occur during the following activities:
• Well testing and clean-up;
• Production testing;
• Emergencies; and
• Maintenance and enhancement activities (well workovers).
