1.1.3 The Resource Management Act 1991 and monitoring
The RMA primarily addresses environmental ‘effects’ which are defined as positive or
levels of carbon
monoxide, combustible gases, PM10 particulates, nitrogen oxides and the volatile organic compounds
benzene, toluene, ethylbenzene and xylenes were all below levels of concern at the time of sampling. No
offensive or objectionable odours were detected beyond the boundaries during inspections.
During the period under review, OMV demonstrated an overall high level of both environmental
performance and administrative compliance with the resource consents. The Maui Production
cover in the
large pre-fill gully was maintained as were the silt controls. There were no discharges of unauthorised wood
waste or other materials found at inspection. There were no unauthorised incidents recording non-
compliance in respect of this consent holder during the period under review.
During the year, the Company demonstrated a high level of environmental and administrative performance
with the resource consent.
For reference, in the 2018-2019 year, consent holders were found
consent to
allow the Toko Road quarry to discharge treated wastewater into the Patea River.
Compliance monitoring of the Company’s two quarries in 2012-2013 included a total of five
inspections. No water samples were collected from either site during the 2012-2013 monitoring
year. Site inspections found no adverse environmental effects to the waters of the Waitara or
Patea catchments as a result of quarry operations.
Both quarry sites appeared to be well maintained and managed with regard
2018, with submissions closing on 27 April 2018.
Public notice calling for further submissions supporting or opposing the initial
submissions was made on 21 July 2018 and closed on 4 August 2018. Further
submissions may only be made in support of or opposition to the submissions already
made. A further submission cannot extend the scope of the original submission and can
only seek allowance or disallowance (in whole or in part) of the original submission.

Receiving water inspections and sampling showed that the discharges
were not causing any adverse effects on the Waitara River or Mangahewa Stream at the time
of monitoring.
Biomonitoring in the Mangahewa Stream found that the community health at the upstream
site ranged from above average health in summer to average health in autumn. The
downstream site community health was of average health with lower indicator values than the
previous year. Hydrocarbons from historical contamination were not

groundwater that may be encountered during exploration
or production operations 27
