under consent conditions and this showed that daily
volume limits and instantaneous abstraction rates were complied with for the majority of the monitoring
period. Self-monitoring of the Inglewood discharge showed that the discharge generally complied with
consent conditions.
During the year, NPDC demonstrated a high level of environmental and administrative performance with the
resource consents.
For reference, in the 2020-2021 year, consent holders were found to achieve a high level
such as total nitrogen, total phosphorus, ammonia and
chlorophyll-a. The spatial water quality attribute models were variable in performance however, with the
exception of the ammonia criteria, those utilised for this assessment were rated to have satisfactory to very
good performance (Snelder et al. 2022). Caution is advised when interpreting absolute values estimated for
specific locations with spatial water quality models, due to the associated uncertainty. Models such as these
charge-out rate is used to
calculate the value of the professional service. This is to capture the true cost of the staff’s time when
working on an activity. The scale of charges for staff time is set through the Council’s Long Term Plan
and updated each year through the Annual Plan.

Additionally, the Taranaki region has historically experienced 1.5± 0.1 mm/year rate of sea level rise
(SLR) which is expected to increase in coming years with continued climate change, resulting in
higher overall water levels contributing to these issues. The combination of all these factors
identifies the foreshore of Weld Road Beach as a dynamic coastal environment with significantly
variable beach levels.
