rates and effects on water. Sampling of soil and water is required of the consent holder to monitor contaminant inputs

documented in annual reports for each site. The reports are publicly available on the Council’s website.

7. Release of the National Land Transport Programme 2018/19 - 2020/21
7.1 The memorandum
level of environmental performance during the 2015-2016
year. Of the 20 consents for which compliance and environmental performance could be
categorised, 2 (10%) were rated ‘improvement required’ and 18 (90%) were rated ‘high’.
The site was generally well managed, however, two incidents resulted from procedural issues
that have now been addressed. Water abstraction limits were adhered to. The stormwater
system performed well and no impacts were detected in the receiving environments. There
an infringement notice issued as a result of one of the complaints
received about the site.
During the year, TBS Coatings Limited demonstrated a good level of environmental
performance and a high level of administrative performance with the resource consent. An
exceedance of the dust deposition rate was observed in two of the six gauges deployed, which
may have been the result of re-suspended yard dust. The Company undertook a site clean up
as a result of this non-compliance. No

considered responsible resource utilisation, to move closer to achieving sustainable
development of the region’s resources.
1.1.4 Evaluation of environmental and administrative performance
Besides discussing the various details of the performance and extent of compliance by
the consent holder/s during the period under review, this report also assigns a rating
as to each Company’s environmental and administrative performance.
Environmental performance is concerned with actual
proximity, giving us access to
amenity, services and activities that people value. While urban environments share these common
characteristics, they also have unique local variations; the traits that make one urban environment
different from another. Urban environments often have high rates of population and economic
growth. Reflecting this, they are dynamic, and are constantly changing to reflect the needs of their
communities. This constant change can have both positive and negative impacts:

administrative performance with respect to their resource consents.
The main rationale for the improvement required rating was due to the finding of objectionable odour on
two occasions within the monitoring period and the resultant issuing of an infringement notice.
For reference, in the 2017-2018 year, consent holders were found to achieve a high level of environmental
performance and compliance for 76% of the consents monitored through the Taranaki tailored monitoring
programmes, while for

the condition of 77 of the nation’s rivers, the Waitara is in big trouble.25 On one table
showing waterways’ suitability for swimming, it rates as the worst in the country. It
is more fouled, apparently, than the Manawatū, which in 2009 achieved the dubious
distinction of being “among worst in the West”, according to news headlines.26
However, it depends on which figures you choose when it comes to drawing
conclusions.
