inspected 29 times during
this monitoring period.
Below is a copy of the comments that were noted on the day of each inspection.
20 October 2011
Earthworks had commenced to begin construction of the site. An access road had
been formed and a layer of topsoil had been removed over an area of 90m by 100m.
There were no silt/sediment controls in place. The resource consent conditions were
discussed with staff members on site. They were made aware that the 200 cubic
metre (approx.)
the survey are displayed in Table 7. There was a low rate of discharge from the ponds system (estimated at
approximately 1.5 L/s) at the time of the survey. The river flow was gauged at 0.42 m3/s upstream of the
discharge. The flow of 0.75 m3/s recorded in the lower reaches of the river (TRC Glenn Road recorder) was
well below the average February mean monthly flow (1.57 m3/s) and only slightly above the minimum
February mean monthly flow (0.68 m3/s) for the period 1978 to 2019.

Sustainable management* means managing the use, development, and protection of
natural and physical resources in a way, or at a rate, which enables people and
surrounded by neighbouring residents from
southwest to northeast; therefore, in a relatively large proportion of wind
conditions there are sensitive receptors downwind from the chicken farm5
- some as close as 44-55m away - and multiple sensitive receptors within
300m of the site - far closer than relevant recommended buffer distances6.
The relatively small site is also situated within a Future Urban Zone (Area
R) - across the road from a residential zone (Area Q)7 - being areas

Executive summary
The New Plymouth District Council (NPDC) operates a wastewater treatment plant (NPWWTP) located on
Rifle Range Road between New Plymouth and Bell Block. This report for the period July 2019 to June 2020
describes the monitoring programme implemented by the Taranaki Regional Council (the Council) to assess
NPDC’s environmental and consent compliance performance during the period under review. The report
also details the results of the monitoring undertaken and assesses the …
below the maximum limit.
The resource consent also has maximum limits on unionised (free) ammonia (0.025 g/m3) and sodium (40
g/m3) concentrations in the receiving waters. Compliance with the limit on unionised ammonia
concentration was achieved throughout the monitoring year, the maximum recorded concentration
downstream at Skeet Road being 0.009 g/m3. The sodium concentration limit (40 g/m³) was also complied
with, the maximum recorded sodium concentration was 19.2 g/m3.
