Executive summary
South Taranaki District Council (STDC) operates a municipal wastewater treatment plant (WWTP) located on
South Road at Ōpunake, in the Otahi and Heimama catchments. This is a three-stage treatment system
comprised of a primary oxidation pond, a wetlands treatment system, and a subsurface, reticulated soakage
trench system that subsequently discharges to an unnamed coastal stream between the Otahi Stream and
the Heimama Stream.
This report for the period July 2022 to June 2023
Farms Ltd (Silver Fern
Farms). Silver Fern Farms operates a meat processing plant situated on Wai-inu Beach Road at Waitotara, in
the Waitotara catchment. The monitoring period coincides with the plant’s processing season.
The report includes the results and findings of the monitoring programme implemented by the Council in
respect of the consents held by Silver Fern Farms that relate to abstraction of water, discharge of wastes by
spray irrigation to land, discharge of stormwater and
Taranaki tailored monitoring
programmes, while for another 11% of the consents, a good level of environmental performance and
compliance was achieved. 1
1.2 Process description
1.2.1 Stratford water supply
The municipal water supply is extracted from the Patea River (main supply) and the Konini Stream (auxiliary
supply) by means of weirs on these watercourses. At the Cardiff Road WTP, water is filtered using membrane
filters and then treated with chlorine and fluoride for domestic supply

Valleys tend to channel emissions, preventing
dispersion. Katabatic drift (the movement of air at
night as it cools down) tends to flow down slopes, and
can carry long distances.
