period for the sixth time, partly as a component of the recently instituted cyanobacteria
programme (covering four lakes and one river site) instigated after consultation with
Taranaki Healthcare. A site in the lower Waitara River was added in the previous period at
the joint request of Taranaki Healthcare and NPDC. Two additional sites in the lower
reaches of the Waiwhakaiho River and Te Henui Stream (both adjacent to the New
Plymouth walkway) were
Waitara and Onaero catchments. The McKee and Mangahewa Production Station
(MMPS) processes condensate and natural gas from Todd Energy’s McKee and Mangahewa groups of
wellsites and includes electricity cogeneration and LPG production facilities. This report for the period July
2020 to June 2021 describes the monitoring programme implemented by the Taranaki Regional Council (the
Council) to assess the Todd Energy’s environmental and consent compliance performance during the period

Financial result
The Council has recorded a 2021/2022 surplus of $2.6m. This was significantly ahead of budget and strongly and
favourably influenced by property and asset revaluations ($1.8m) and the non-commencement of expenditure on
the Waitara River catchment (following enactment of the New Plymouth District Council (Waitara Lands) Act
2018) and the Kaitake Trail Te Ara a Ruhihiwerapini. Excluding these extraordinary influences, the budget ran

• Consent processing and administration - $108,154 over budget due to increased
workload and demand in resource consents
• Enhancement grants - $467,470 over budget due to the timing of STRESS expenditure.
This is expected to be on budget at year end
• Resource management direct charges - $275,857 over budget mainly due to Waitara
