Shortly after the enactment of the Resource Management Act, the Council
commenced the development of its regional plan. In October 1991, the Council
adopted a Transitional Regional Coastal Plan. This Plan effectively ‘saved’ existing
rules (such as district scheme provisions in the coastal marine area,
memorandum titled Changes to the duration of freshwater consents
b) noted that upon Royal Ascent of the Natural and Built Environment Act, the
maximum duration for "affected resource consents" related to freshwater under
the Resource Management Act 1991 will be five years after the estimated date upon
which relevant rules in the region's first Natural and Built Environment Plan
under the Natural and Built Environment Act have legal effect

Iwi are represented on key Council committees and are consulted closely in resource consenting, planning and other processes. The Council also helps to empower iwi to monitor freshwater quality. As part of the region's Treaty of Waitangi settlements three iwi representatives are appointed to each of the Council’s two main standing committees, the Policy and Planning Committee and the Operations and Regulatory Committee.
