Executive summary
Greymouth Petroleum Limited (the Company) operates a number of wellsites across the Taranaki
schematic representation of injection wells for both waste discharge
and enhanced oil recovery is presented in Figure 1.
Further details regarding hydrocarbon exploration and production in
Taranaki, the DWI process and its history within region can be found
in previous compliance reports published by the Council (see
Bibliography).
1.3 Resource consents
Sections 15(1)(b) and (d) of the RMA stipulate that no person may
discharge any contaminant onto land if it may then enter water, or
Taranaki Regional Council’s written comment on the Taranaki VTM Project
under the Fast Track Approvals Act 2024.
Executive summary
2. The Expert Panel to determine the Taranaki VTM Project application (the Application) has now been
established. Taranaki Regional Council (Council) received its invitation to provide written comment on
8 September 2025. The Expert Panel has to issue its decision on the Application by 18 March 2026.
3. The crucial points in Council’s written comment
first part of 2012. These fluids mainly comprise
saline produced water that has been brought to the surface with the hydrocarbons. This
report has been prepared in response to a request from the Taranaki Regional Council
(TRC) that the Institute of Geological and Nuclear Sciences (GNS Science) review the issue
of regulation of DWI under the RMA for fluids produced in association with oil and gas

1.3 Resource consents
1.3.1 Water discharge permit
Section 15(1)(a) of the RMA stipulates that no person may discharge any contaminant into water, unless the
activity is expressly allowed for by a resource consent or a rule in a regional plan, or by national regulations.
