What the Draft Plan proposes
Currently farm dairy effluent can be discharged to land or
water if the appropriate resource consent is obtained from the
Taranaki Regional Council. Nationally there has been
considerable work on developing best practice for farm dairy
effluent management, on the basis that land treatment is
preferable to discharge to water.
The Draft Plan seeks alignment with industry best practice by:
Requiring farm dairy effluent to be discharged to
piezometer
or seismic survey into and
under land
46 Any person who undertakes the activity must, within 4 weeks of
completion of any bore for taking and use of water or any
piezometer, submit to the Taranaki Regional Council a Bore
Completion Log;
All bores must be cased and sealed to prevent the potential for
aquifer cross-contamination or leakage from the surface;
The well or bore shall be located not less than 50m from any
effluent treatment pond, septic tank, silage stack or

The correct operation and continued maintenance of these systems are
very important because if neglected, they can pollute the environment,
put you and your neighbours’ health at risk and be very expensive to fix.

Land occupiers and owners must ensure that their domestic wastewater
treatment system is operating according to the rules and standards that apply.
Taranaki Regional Council has
reality, the
invertebrate community at pristine sites includes a mix of
very sensitive and moderately tolerant types, meaning an
MCI score is rarely above 150.
What do MCI measurements tell us about
New Zealand’s water quality?
Recent NIWA and regional council studies using the MCI
show water quality in urban streams is typically ‘poor’
(median less than 80). Water in pastoral and exotic forests is
typically good (median 100–110), while water in natural bush
is ‘excellent’ (median 120).
