structures preventing migration (MfE, 2019a).
As a result of the value placed on native freshwater fish and their observed decline, a nationwide standard
measure for assessing freshwater fish community health was developed, the Fish Index of Biotic Integrity (F-
IBI). Previous measures of fish abundance and trends were regionally or departmentally specific, with no
nationwide standard. NIWA’s New Zealand Freshwater Fish Database (NZFFD) is a nationwide fish database

Lake SPI surveying in the Taranaki Region
In 2021, Taranaki Regional Council (TRC) engaged NIWA to survey three lakes (Lakes Kaikura, Mangawhio,
and Rotokare) using LakeSPI (Table 3, Figure 1). These lakes were the first in the region to be assessed using
this method. Lake SPI surveys were completed in November and December 2021. Detailed
sites considered in this assessment is 22
(Appendix A). These sites have been used to inform the identification of draft ammonia, nitrate, and DRP
baseline states.

first E. coli attribute (Appendix 2A, Table 9 in the NOF), aims to provide a regional assessment of E. coli
throughout all rivers and lakes (irrespective of primary contact
