Water abstraction permits
Section 14 of the RMA stipulates that no person may take, use, dam or divert any water, unless the activity is
expressly allowed for by a resource consent or a rule in a regional plan, or it falls within some particular
categories set out in Section 14. Permits authorising the abstraction of water are issued
was well managed
and that good wastewater dilution ratios had been maintained by discharging when the stream flow was
above 5 m³/s (special condition 16 of consent 0715-4.1).
The Waiongana Stream hydrology displays a natural rapid rise and fall (typical of Taranaki ring plain
streams), which allows for a limited window of opportunity when treated wastewater can be discharged
above the minimum consent limit. The consent holder has access to the Taranaki Regional Council web site,
which
integrated land use. It is submitted that
potential future changes to the planning environment by a district council, do not
fall within the bounds of these matters and are outside scope of your discretion.
Even if you considered you did have discretion to consider integrated district and
land use matters, there is no certainty of an outcome or timing. Both the operative
and proposed District Plans provide for this activity on the Application Site.
23 Section 105 RMA provides relevant
cannot apply.
24 If Rule 52 does not apply, then Rule 54 will apply such that the application
becomes full discretionary. Effects other than odour, such as noise, then
would fall for consideration.
25. Resolving this question may not be critical for determining whether
consent should be granted or not: given that it is the case for the
submitters that consent should be declined (at least past 1 June 2026)
on the basis of loss of amenity value of air/adverse odour effects alone.
response
to local rainfall patterns. The range of change in water
levels varied considerably by site, from a few millimetres
up to several metres. Over the longer term, some sites also
showed a small continuous fall or rise in groundwater level.
None of these changes was considered significant enough
to affect the sustainability of the aquifer and could be linked
to either localised groundwater use or longer-term
rainfall patterns.
What we’re doing
Where we’re
Centre city for a coffee and then
home again.
This is my usual route with my 2 year old daughter who sits comfortably (she falls
asleep sometimes) in the chair on the back. It's an e-bike and I travel about 25 - 35 km
Comments noted.
While the comments are not particularly related to the Plan we will pass
the submitters comments on to NPDC as they are more relevant to the
activities they manage. We would also encourage the submitter to raise
their concerns/ideas …
(1980 to
date) and average MCI values predicted from the MCI – site altitude regression equation
revealed areas on the ring plain where observed stream health is better, worse, or equal to that
which is predicted. This analysis suggested that approximately 65.3% of the area met or
exceeded the stream health predicted by the MCI – altitude relationship, with the remaining
34.7% falling just one quality class below that predicted.

Activity
Think about the things that could make water more turbid eg rain washing over
muddy ground with no plants. Design and make your own turbidity device by
filling a glass jar with pond water and see if you can easily see through it.
Do this again by stirring up the water from the bottom of the pond and then noting
the difference.
