The levels of Toluene and Xylene obtained in the current work are far below ambient
guideline values, and all results fall
results fell into the MfE
‘Excellent’ air quality category. Three of the four
benzene results were within the MfE ‘Acceptable’
category. One result fell within the ‘Good’ category.
The Council also monitors for VOCs around
significant potential sources, such as gas production
stations, as part consent compliance programmes.
Results always fall well within guideline values.

Water abstraction permits
Section 14 of the RMA stipulates that no person may take, use, dam or divert any water, unless the activity is
expressly allowed for by a resource consent or a rule in a regional plan, or it falls within some particular
categories set out in Section 14. Permits authorising the abstraction of water are issued by the Council
under Section 87(d) of the RMA.
Water discharge
leachate generated on site converge, the discharges cannot be
meaningfully separated. No rules within the RFWP specifically provide for the
discharge of leachate and, as such, the discharge of leachate and stormwater onto and
into land [where contaminants may enter water], and into water, fall for consideration
under Rules 44 and 43 [respectively] of the RFWP as discretionary activities.
