Public notice calling for further submissions supporting or opposing the initial
submissions was made on 21 July 2018 and closed on 4 August 2018. Further
submissions may only be made in support of or opposition to the submissions already
made. A further submission cannot extend the scope of the original submission and can
only seek allowance or disallowance (in whole or in part) of the original submission.

compliance in respect of this consent holder during the period under review.
During the year, the Company demonstrated a high level of environmental and administrative performance
with the resource consent.
For reference, in the 2018-2019 year, consent holders were found
consent to
allow the Toko Road quarry to discharge treated wastewater into the Patea River.
Compliance monitoring of the Company’s two quarries in 2012-2013 included a total of five
inspections. No water samples were collected from either site during the 2012-2013 monitoring
year. Site inspections found no adverse environmental effects to the waters of the Waitara or
Patea catchments as a result of quarry operations.
Both quarry sites appeared to be well maintained and managed with regard
primarily addresses environmental ‘effects’ which are defined as positive or adverse, temporary or
permanent, past, present or future, or cumulative. Effects may arise in relation to:
a. the neighbourhood or the wider community around an activity, and may include cultural and social-
economic effects;
b. physical effects on the locality, including landscape, amenity and visual effects;
c. ecosystems, including effects on plants, animals, or habitats, whether aquatic or terrestrial;

Receiving water inspections and sampling showed that the discharges
were not causing any adverse effects on the Waitara River or Mangahewa Stream at the time
of monitoring.
Biomonitoring in the Mangahewa Stream found that the community health at the upstream
site ranged from above average health in summer to average health in autumn. The
downstream site community health was of average health with lower indicator values than the
previous year. Hydrocarbons from historical contamination were not

To ensure this Stormwater Management Plan (SMP) is kept up-to-date and that the most recent version is used by staff and contractors, its distribution and revision will be controlled. Person responsible (job title) will:

during the period under review. Gas combustion associated with hydrocarbon exploration only occurred
once at this site, no issue was raised.
During the year, the Company demonstrated a high level of environmental and administrative performance
with the resource consents. During the year under review there were no significant issues with silt or
sediment controls, once they were installed, and stormwater from the site was well managed with only one
discharge
waters of the Piakau Stream during inspections.
There were no adverse effects on the environment resulting from the exercise of the air discharge consent.
The ambient air quality monitoring at the site showed that levels of carbon monoxide, combustible gases,
PM10 particulates and nitrogen oxides were all below levels of concern at the time of sampling. No offensive
or objectionable odours were detected beyond the boundary during inspections and there were no
complaints in relation to air
