Activities
RSHL provides a framework for collaboration across Te Uru Kahika. It supports the procurement or development of shared
solutions in a manner that provides greater consistency in how we operate. RSHL provides a more cost-effective alternative than
individual councils can achieve on their own.

1.1 Background
Trustpower has commenced a reconsenting process for the Mangorei Hydro-Electric Power Scheme
(the scheme or HEPS) in Taranaki. Currently, information is being gathered to assess potential effects
of the scheme on (among other things) aquatic ecology and water quality. Part of this process includes
an assessment of the scheme on fish entrainment and fish screening, which is the focus of this report.
This report does not address whether it is practicable to retrofit the HEPS with
monitoring year.

Description of Proposed Activity
1. The applications by Pukeone Partnership [Pukeone] and Kereone Farms Ltd [Kereone]
[‘the applicants’] are to take water from the Waitotara River for pasture irrigation. The
applications are to take through separate, independent pumping systems at the same
site, which is about 5 km upstream of the
policy documents and bylaws. Also, core to this role is participating on
committees and leading joint working parties or project teams developing or implementing policy.
The role encompasses engagement with iwi/hapū, the science community, and a range of internal
