Surface soils across the site are dominated by semi-porous silty clay-loams, overlying more

raw water abstraction rate from the Waitara River for the Motunui plant was
measured continuously and the plant effluent was monitored for a number of
parameters with frequencies ranging from continuously (flow and pH) to monthly
(trace metals). Abstraction of raw water from the Waitara River and effluent
discharges at the Waitara Valley plant occurred sporadically during the monitoring
period, and records were provided when this occurred. Monthly
air traffic control and navigational aids, refuelling services and significant areas of land
and buildings to serve commercial tenants. All of these facilities are situated on land at the Airport
designated within the District Plan.
Average annual passenger growth rate is anticipated to be 5% per annum and in the period from 2018 to
2038 air passenger volume through New Plymouth is expected to grow from 430,000 to 1,200,0001. A new

physicochemical analysis, two bio-monitoring surveys of
receiving waters, and two ambient air quality analyses.
The monitoring showed that site was managed in a proactive and acceptable manner; this was
detailed by the Council’s Inspectorate Officer. Bio-monitoring of the Kapuni Stream also
indicated the stream had little or no measurable adverse effects as a result of the discharges of
storm water from the Site, with the health of the stream rated as ‘good’ to ‘better than
