Background
2. As part of its drive to focus councils on core services and reduce rates increases, the Government has
introduced the Local Government (System Improvements) Bill (the Bill). The Bill, contained in
Attachment 2, makes the following key changes to the Local Government Act 2002 (the Act):
a. refocusing the purpose of local government
b. better measuring and publicising council performance
c. prioritising core services in
enhancing waterway quality. The programme covers almost 14,500 km of streambank mainly on the ring plain with 12,209 km (84.4%) now fenced, 7,691 km (69.5%) protected with riparian vegetation and includes 99.5% of Taranaki’s dairy farmers. Over 4.3m plants have been supplied over the life of the programme.

That the Taranaki Regional Council:
a) set the following rates pursuant to the Local Government (Rating) Act 2002 on rating units in the
Taranaki region for the financial year commencing 1 July 2025 and ending on 30 June 2026:

Monitoring Annual Reports
A Matthews provided an update on the 21 compliance monitoring reports and advised of a minor
amendment to the compliance ratings noted in table 1.

In terms of overall environmental and compliance performance by the consent holder over the last several
years, the consent holder’s performance remains at a high level.
