granting of this consent, subject to conditions 1 and 2 of consent 5080.
3. That the consent holder shall install and operate a measuring device capable of
measuring, at a minimum of 15 minute intervals, the abstraction rate of water from
the Manganui River and shall make records of such measurements available to the
Chief Executive, at three monthly intervals.
4. That the abstraction shall be managed so as to ensure that when the flow in the
Waitara
to 21% (for nitrate nitrogen) would be captured.
Even if the total loadings from only pastoral catchments were considered, the overall capture
rate rose only to 23%: that is, over three-quarters of all contaminants originating from
pastoral land would still enter waterways if the LAWF recommendations were fully
implemented.
When Prof McDowell ran the model for the Taranaki ring plain, he found there would be
substantial differences in residual contaminant load entering waterways,
at the date that the asset is derecognised. The depreciation
charge for each period is recognised through the Statement of Financial Performance.
The carrying value is depreiated on a straight-line basis over its useful life. The useful life and associated depreciation rate for
the IRIS software suite is 10 years and 10%.
Where software in this category is replaced, upgraded or determined by RSHL to be of no further operational benefit, a change in
value will be recognised through the
kept at weekly

by the consent holder/s during the period under review, this report also assigns a
rating as to each Company’s environmental and administrative performance.
Environmental performance is concerned with actual or likely effects on the
receiving environment from the activities during the monitoring year.
Administrative performance is concerned with the Company’s approach to
demonstrating consent compliance in site operations and management including
the timely

region’s resources.

Besides discussing the various details of the performance and extent of compliance by the Company, this
report also assigns them a rating for their environmental and administrative performance during the period
under review.
Environmental performance is concerned with actual or likely effects on the receiving environment from the
activities during the monitoring year. Administrative performance is concerned with the Company’s
loading
rates and effects on water. Sampling of soil and water is required of the consent holder to monitor contaminant inputs
and the effects and progress of the landfarming. The Council also carries out regular compliance monitoring, which is
documented in annual reports for each site. The reports are publicly available on the Council’s website.
The Council has produced guidelines (TRC, 2005) for the disposal of drilling wastes, based on Canadian guidelines but

year. Of the 20 consents for which compliance and environmental performance could be
categorised, 2 (10%) were rated ‘improvement required’ and 18 (90%) were rated ‘high’.
The site was generally well managed, however, two incidents resulted from procedural issues
that have now been addressed. Water abstraction limits were adhered to. The stormwater
system performed well and no impacts were detected in the receiving environments. There
