phosphate, or sulphate of ammonia but does not
include a compost, soil treatment or fertiliser that is
derived from plant or animal waste or residue and is
minimally processed (e.g. by being composted,
mixed, dried and pelleted).
What is the nitrogen cap?
The synthetic nitrogen cap applies to land in
pastoral land use. The application rate for a
contiguous landholding of synthetic nitrogen must
be no more than 190kg/ha/year:
to all that land, as
further dust
controls were required at the site. At approximately 1.18pm the first water truck
arrived, however the rate of application was insufficient to reduce the dust discharge
from the site. A second water truck arrived at 3.30pm. Dust discharge from the site
began reducing upon the application of water to the exposed surfaces from both water
trucks. 1,500 litres of Stabil-X was added to the water trucks. The application of

Oil Services Ltd. Water samples were collected for
physicochemical analysis on selected inspections.
During the period under review, Port Taranaki Ltd obtained a ‘good’ rating for environmental and ‘high
rating’ for administrative performance and compliance with the resource consents.
Suspended solids in two samples marginally exceeded the consent limits during first flush. This was due to
heavy rain conditions at times when log loading onsite was in full operation. There were no
closer to achieving sustainable development of the region’s resources.
1.1.4 Evaluation of environmental and administrative performance
Besides discussing the various details of the performance and extent of compliance
by the consent holder during the period under review, this report also assigns a
rating as to the company’s environmental and administrative performance.

position and that is expected to continue over

Low rates increases: Average 1.3% for past
consents for Urenui Beach Camp (2046-3) and Onaero Bay Holiday Park (1389-3) that requires
improvement. This rating was influenced by the ongoing exceedances of discharge volume limits from both
camps. No adverse effects have been identified in relation to these discharges and NPDC are being pro-
active in their efforts to resolve the issues. NPDC demonstrated a high level of administrative performance
with resource consents over the same period.

2.5 A discussion was held around rates relief/remission and although New Plymouth
District Council have indicated that they are offering no penalties on rates it has been
made clear to the public that this is only for the New Plymouth District Council portion of
their rates. Communication lines between the all the Taranaki councils are open and none
of the councils have indicated any issues.
