necessitated close and frequent monitoring by the Council
to ensure ecological flows were maintained with those waterway’s being used to supply water
for irrigation. During the period under review compliance with residual flow conditions for
surface water abstractions sites was assessed 86 times in 23 waterways.
The Council also carried out compliance monitoring inspections at 67 sites during the 2012-
2013 irrigation season. The inspections included visual checks of the intake structures, screens,
should include a suite of nutrients including nitrogen
(total nitrogen, available nitrogen) and phosphorus (Olsen
phosphorus) as a minimum. Soil pH influences the availability or
mobility of contaminants in the soil and should be routinely
monitored. I consider that monitoring of these parameters should
be included as a condition of consent.

Change in odour emissions
67 As I have noted above a number of factors of the proposed operation will
reduce the odour emissions from those that are authorised by the existing
consent. An important influence on odour emissions is the mass of housed
birds (which increases as the birds grow over the cycle and is reduced when
birds are removed from the sheds).
