use
groundwater and spring water, to discharge wastes by spray irrigation to land, to discharge stormwater and
cooling water to an unnamed tributary of the Waitotara River, and to discharge emissions into the air. A
review of the consent for the discharge of wastewater to land (consent 2260-3) was initiated in June 2022 as
per the recommendations of the 2020-2021 Annual Report.
The Council’s monitoring programme for the year under review included four inspections, and the collection
of
(NPDC) operates a wastewater treatment plant (NPWWTP) located on
Rifle Range Road between New Plymouth and Bell Block. This report for the period July 2021 to June 2022
describes the monitoring programme implemented by the Taranaki Regional Council (the Council) to assess
the Company’s environmental and consent compliance performance during the period under review. The
report also details the results of the monitoring undertaken and assesses the environmental effects of the
Company’s
a result of a fire in the processing building on 26 December 2021 TBP has not been operating at full
capacity over the entire monitoring period. As at 29 September 2022 the site was operating at 60% of its
maximum capacity and expecting to achieve full processing capacity by late October 2022.
Discharges of odour to air from the process building, wastewater ponds and burial pits continue to extend
beyond the boundary of the site, and impact the community as evidenced by comments during
Manaia Road at
Kapuni, in the Kaupokonui catchment. The plant processes milk and whey permeate from dairy product
manufacture around the North Island. There is also an inhalation grade lactose plant on the site operated by
DFE Pharma (DFE plant), with stormwater discharges from the areas around this activity combined with
those of the lactose plant under consents held by the Company. Wastewater from the factory site is
disposed of by irrigation onto land on two nearby farms. This report for the
compressor, giving an LHV efficiency of about 46% at full load.
The cooling system for the intercooler is similar in type to that of the Taranaki Combined Cycle Plant
described above, being a hybrid dry/wet mechanical draft cooling tower.
Water to supply the cooling tower is drawn from the Pātea River via the existing abstraction and storage
system for the combined cycle plant. Wastewater is discharged to the Pātea River. Site stormwater is
transferred to the raw water holding pond at the
wastewater treatment system located at the Waiinu
Beach Settlement, in the Waitotara catchment. This report for the period July 2021 to June 2022 describes the
monitoring programme implemented by the Taranaki Regional Council (the Council) to assess STDC’s
environmental and consent compliance performance during the period under review. The report also details
the results of the monitoring undertaken and assesses the environmental effects of STDC’s activities.
During the monitoring period, South
Waingongoro catchment. Until May 2014, the site was known as Riverlands Eltham. The plant has an
associated wastewater treatment system from which treated effluent is disposed of either to land or to
surface water.
This report covers the Company’s processing season from October 2021 to September 2022 and describes
the monitoring programme implemented by the Taranaki Regional Council (the Council) to assess the
Company’s environmental performance during the period under review. The report also
The Company holds two resource consents, which include a total of 34 conditions setting out the
requirements that the Company must satisfy. Resource consent 0715-4.1 allows the discharge of treated
effluent to land and the Waiongana Stream, and consent 5206-2.1 allows for the discharge of piggery
related emissions to air at this site.
