Here are the details about the seven winners and 14 highly commended awardees in the 2023 Taranaki Regional Council Environmental Awards. the year under review included four inspections and four water
samples collected for physicochemical analysis. Water abstraction data required by consent conditions is
telemetered to Council.
Stormwater system inspections showed that discharges from the site complied with consent conditions at
the time. Receiving water inspections and sampling showed that the discharges were not causing any
adverse effects on the Mangahewa Stream at the time of monitoring.
For reference, in the

consents to discharge water or sediment into the Makara, Mangaotea and Mako streams, one consent to
discharge wastes to land around Lake Ratapiko and four land use permits for bed disturbance and
structures in the Manganui River, Mangaotea Stream and Lake Ratapiko. Seven additional consents allow
the Company to abstract water, and construct and maintain structures in the Mangaotea Stream.
During the period under review, the Company demonstrated a high …
waterways of New Zealand are valued for a wide range of reasons, all of which
can be affected by the presence of nuisance periphyton.
Problems associated with excess bioaccumulation (nuisance growths) are most
prominent during low flows and therefore may only occur at certain times of the
year (Biggs, 2000). Common stream related values are listed in Table 1.

Condition 3 imposes limits on significant potential contaminants in the discharge.
Condition 4 requires a contingency plan in case of accidental discharge or spillage.
Condition 5 establishes a mixing zone, and controls effects of the discharge on the appearance, odour,
water quality, and biology of the river.
Condition 6 is a review provision.

October was a relatively dry month for most of Taranaki with 115mm of rainfall – 30% less than usual. There was 48% less rain than normal at Brooklands Zoo in New Plymouth and the site also had the highest air temperature for the month at 25.6°C. Year to date rainfall ranges from 13% less rainfall at Uruti at Kaka Rd, and 10% more rainfall at Omaru at Charlies, with an average of 3% less than normal. Mean river flows for October were 28.3% lower than typical values while mean river
conditions set minimum environmental flows to be maintained
during pumping in the waterways downstream from the abstraction point. Compliance with the residual
flow conditions is assessed through hydrological flow gauging’s which are carried out during low flow
conditions in summer. The results of residual flow monitoring are summarised in Section 2.2.

A special condition of all irrigation water abstractions is the requirement for the consent holder to
continue to offer economic
opportunities and enviable lifestyles to the children and grandchildren of today’s citizens.
As part of a review of both the Fresh Water Plan and Soil Plan, the Council is proposing that farm dairy
effluent should be discharged to land rather than to waterways wherever possible. We are also proposing to
lock in completion of the region’s world-scale riparian management programme by requiring the fencing
and planting of ring plain and coastal terrace waterways
