Road landfill and the excavation backfilled with clean imported soil.
The discovery of the chemical residues has raised concerns within the community that there could be general dioxin
and other contamination within the landfill and that this contamination could also be affecting the surface of the park.
Park users are concerned that they or their children might be exposed to such contamination in their day-to-day use of
the park.

The pulp is then further heated to remove any sticky substances such as glue.
The pulp is then diluted to a mixture which is 99 per cent water. Chemicals are
added to strengthen the paper. This water pulp is sprayed on to a large moving belt
and then dried in a drying machine.

Discussion 3.3
Discussion of site performance 3.3.1
Although the inspections suggested that minimal activity had taken place at this site,
Firth Industries in Hawera was well managed and maintained. The settlement ponds
appeared to be working effectively and were either found to be empty, or filled with
clean stormwater.

contaminants
prior to release to the Herekawe Stream.
Prior to the removal of buildings from the site, all underground pipework was sealed and
sumps were filled with concrete. Clean process areas, which previously drained to
tradewaste during operations, were hence discharging to the retention ponds. It is believed
that this resulted in residual contaminants being entrained in the stormwater system causing
a slight exceedance of the stringent discharge limits for pesticides when the ponds were
discharging into the receiving
environment at the time of the inspection. No foaming or discolouration was found within the mixing zone
as a result of the discharge.
The lay-flat hose which transports leachate from the paunch pond to the top of the wetland had been
replaced with a more appropriate / fit for purpose steel pipe. The Company are also planning to clean out
and reset the upper pond within the wetland treatment system as part of their ongoing maintenance
requirements.
