INTRODUCTION
The purpose of a Quarterly Operational Report (QOR) is to present a snapshot of the Council progressing through the
delivery of the programme of activities agreed to in that year’s annual plan or long-term plan. It is designed to give a feel
for how the

1.1.2 Structure of this report
Section 1 of this report is a background section. It sets out general information about
compliance monitoring under the Resource Management Act 1991 (RMA) and the
Council’s obligations and general approach to monitoring sites though annual
programmes, the resource consent held by Greymouth for discharges into land
associated with hydraulic fracturing in the Waikaikai catchment, a description of the
activities undertaken under these consents, and the nature of
