recent development is the rejuvenation of Bernie’s Home Garden for education
and demonstration purposes and the Hollard Centre.
Governance and ownership of Hollard garden was gifted to the Taranaki Regional Council
for the people of Taranaki, in 2002.
This plan identifies the ongoing potential of Hollard Gardens as a plant heritage and
educational resource for the local, regional, national and international visitor.

1.7 Management Plan Purpose
The Plan provides direction and guidance for the Taranaki Regional Council’s
management of Tupare over the next 10 years. The Council aim is to focus and
develop Tupare to realise the vision in a way that:
• Protects the heritage and domestic qualities of the house and garden,
• Captures the splendour of
Taranaki, business leaders, iwi and central Government, and aims to unlock the best
opportunities for economic growth and continued regional success.
Of particular interest to the Council is the rapidly gathering momentum to bring two visions to reality: regional
biodiversity protection and development of the Taranaki Crossing as a Great Walk on a par with New Zealand’s
existing recreational attractions of world-wide renown.

Recommendations
That the Taranaki Regional Transport Committee:
a) takes as read and confirms the minutes of the Taranaki Regional Transport Committee
meeting held at 47 Cloten Road, Stratford on Wednesday 2 March 2022 at 10.30am
b) notes that the unconfirmed minutes of the Taranaki Regional Transport Committee held
at 47 Cloten Road, Stratford on Wednesday 2 March 2022 at 10.30am, have been
circulated to the New Plymouth District Council, Stratford District Council
years.
This Regional Land Transport Plan for Taranaki (the RLTP or the Plan) has
been prepared by the Regional Transport Committee for Taranaki (the
Committee) which is administered by the Taranaki Regional Council and
includes representatives of all four councils in Taranaki, as well as Waka
Kotahi NZ Transport Agency.
The Plan sets out Taranaki's strategic direction, priorities and proposed land
transport activities for the next 6 years (1 July 2021 to 30 June 2027).
Transport Act 1998
Sections 175 to 183 of the Land Transport Act 1998 [LTA] requires regional councils to develop
and implement a regional land transport strategy for its region. The Regional Land Transport
Strategy for Taranaki [RLTS] was reviewed in early 2006, with its central vision for Taranaki’s
transport system to:
“contribute to a prosperous, connected, healthy, vibrant and environmentally sustainable
community, which meets the needs of residents, businesses and visitors, now and in

Recommendations
That Taranaki Regional Council:
a. takes as read and confirms the minutes of the Policy and Planning Committee meeting of the Taranaki
Regional Council held in the Taranaki Regional Council chambers, 47 Cloten Road, Stratford on
Tuesday 21 November 2023
b. notes the recommendations therein were adopted by the Taranaki Regional Council on Tuesday 12
December 2023.
