The Company holds two resource consents, which include a total of 55 conditions setting out

monitoring programme reports and the Resource
Management Act 1991
1.1.1 Introduction
This report is for the period February 2011- October 2013 by the Taranaki Regional
Council (the Council) on the monitoring programme associated with resource
consents held by Cheal Petroleum Limited. During the period under review, Cheal
Petroleum Limited drilled and tested 5 wells.

Protecting Taranaki from the risks of harmful plants,
animals and diseases is an ongoing challenge. Under
the Biosecurity Act, rules may be imposed through
national or regional pest management plans. These
can bring significant costs and obligations to people.
There are also costs to ratepayers when
Heerdegen and
Buddy Mikaere w ere appointed by the Taranaki Regional Council (TRC) under
section 34A(1) of the Resource Management Act (RMA) to hear and determine the
resource consent applications described in paragraph 4 below .
2. At the outset w e note that section 113(3) of the RMA states:
A decision prepared under subsection (1) may, -
(a) instead of repeating material, cross-refer to all or a part of -
(i) the asse ssment of environmental effects provided by the applicant concerned:
(i i)
landfarm located on Manawapou Road at
Manutahi in the Manawapou catchment. Disposal activities commenced at this site during the
2012-2013 monitoring year. This report for the 2012-2013 period describes the monitoring
programme implemented by the Taranaki Regional Council to assess the Company’s
environmental performance during the period under review, and the results and
environmental effects of the Company’s activities.
