Executive summary
The South Taranaki District Council (STDC) operates a total of 11 water treatment plants (WTP’s)
Taranaki Regional Council (the Council) to assess STDC’s environmental and consent compliance
performance during the period under review. The report also details the results of the monitoring
undertaken and assesses the environmental effects of STDC’s activities at the Eltham, Hawera, Manaia,
Opunake and Patea landfills. Triennial monitoring of the Kaponga or Otakeho closed landfills was not
scheduled to take place during the year under review.
STDC holds 10 resource consents, consisting of
Retreat (the Retreat), located in North
Taranaki. The Company holds resource consents to discharge septic tank treated sewage to groundwater via
soakage trenches and to erect, place and maintain a rock wall along the front of the accommodation on the
Wai-iti Beach foreshore. This report for the period July 2018 to June 2019 describes the monitoring
programme implemented by the Taranaki Regional Council (the Council) to assess the Company’s
environmental and consent compliance performance during

review. The report also details the results of the monitoring undertaken and assesses the environmental
effects of Vector’s activities.
Vector holds a total of nine resource consents, which include a total of 81

Region wins its case
A strong regional push for replacement of the
Normanby overbridge on SH3 has borne fruit,
with work beginning on a two-year project to
realign the highway and build a new underpass
beneath the railway line.
The Taranaki Regional Council and the
Regional Transport Committee have long been
at the forefront of strong community advocacy
for this project. These efforts were
catchment. The report for the period July 2017 to June 2018 describes the monitoring
programme implemented by the Taranaki Regional Council (the Council) to assess OWSL’s environmental
and consent compliance performance during the period under review. The report also details the results of
the monitoring undertaken and assesses the environmental effects of OWSL’s activities.
OWSL holds three resource consents, which include a total of 26 conditions setting out the requirements
that OWSL must
consent holders. Cleanfill consent holders operated at
various locations throughout the region in differing catchments as listed in Table 1.
There are additional site specific programmes for other cleanfill sites linked to
quarrying activities, which are reported on separately.
This report covers the results and findings of the monitoring programme
implemented by the Council in respect of the consents held by cleanfill consent
holders. These consents relate to the discharge of contaminants
discharge permits, and in implementing
monitoring programmes, the Council is recognising the comprehensive meaning of
`effects' inasmuch as is appropriate for each activity. Monitoring programmes are not
only based on existing permit conditions, but also on the obligations of the RMA to
assess the effects of the exercise of consents. In accordance with section 35 of the
RMA, the Council undertakes compliance monitoring for consents and rules in
regional plans, and maintains an overview of
the 2012-2013 period.
This report for the period July 2012-June 2013 describes the monitoring programme
implemented by the Taranaki Regional Council to assess the Stratford District Council’s
environmental performance during the period under review, and the results and
environmental effects of the Stratford District Council’s activities.
SDC holds a total of three resource consents, which include a total of 14 special conditions
setting out the requirements that SDC must satisfy.
