Executive summary
The Tawhiti Stream catchment, east of Hawera, is the location of several industries
programme implemented
by the Taranaki Regional Council (the Council) to assess the Company’s environmental and consent
compliance performance during this period. The report also details the results of the monitoring undertaken
and assesses the environmental effects of the Company’s activities.
During the monitoring period, the Company demonstrated an overall high level of environmental
performance and required improvement regarding their administrative performance.

A: Under section 279(1)(6) of the Resource Management Act 1991, the Environment
Court, by consent, orders that:
(1) The appeals are allowed in part subject to the amendments to the

years ago. The stockpiling facility was decommissioned during this monitoring period, however all
consents remain active. The consent for stockpiling waste may be surrendered at any time. A soil sampling
and validation programme must be conducted before the landspreading consent may be surrendered.
This report for the period July 2021 to June 2022 details the soil, water and biological monitoring
programme implemented by the Taranaki Regional Council to assess the environmental impacts of
July 2020 to June 2021 describes the monitoring programme implemented by the
Taranaki Regional Council (the Council) to assess the Company’s environmental and consent compliance
performance during the period under review. The report also details the results of the monitoring
undertaken and assesses the environmental effects of the Company’s activities.
The Company holds five resource consents, which include a total of 67 conditions setting out the
requirements that the Company must satisfy.

Council is recognising the comprehensive meaning of ‘effects’ in as much as is appropriate for each
activity. Monitoring programmes are not only based on existing permit conditions, but also on the
obligations of the RMA to assess the effects of the exercise of consents. In accordance with Section 35 of
the RMA, the Council undertakes compliance monitoring for consents and rules in regional plans, and
