Consideration of locality
17 The initial step is to consider the character of the
surrounding district which for this purpose will be
regarded as falling into one of the following
categories:
A a rural area, and no other comparable
industrial emissions within 1 kilometre of the
chimney under consideration;
B a partially developed area with scattered
houses, and no other comparable industrial
emissions within 1
allowed for by a resource consent or a rule in a regional plan, or it falls within some particular
categories set out in Section 14. Permits authorising the abstraction of water are issued by the Council
under Section 87(d) of the RMA.

Section 15(1)(a) of the RMA stipulates that no person may discharge any contaminant into water, unless the
activity is expressly allowed for by a resource consent or a rule in a regional plan, or by national regulations.
