District Council (NPDC) operates a regional landfill located on Colson Road, New
Plymouth, in the Waiwhakaiho catchment. During the year under review, the landfill was continuing to fill
Stage 3 of the site which has a design capacity of approximately 800,000 m3. Stages 1 and 2 have been
closed and are fully reinstated. This report for the period July 2020 to June 2021 describes the monitoring
programme implemented by the Taranaki Regional Council (the Council) to assess NPDC’s environmental
and
application and of consent processing actions since the last meeting. This
information is summarised in attachments at the end of this report.

plans and the Resource Management Act 1991, in accordance with Council procedures
and delegations.

Monitoring
Plymouth District Council (NPDC) is responsible for various coastal permits around the New Plymouth
area. This report for the period July 2020 to June 2022 describes the monitoring programme implemented
by the Taranaki Regional Council (the Council) to assess NPDC’s environmental and consent compliance
performance during the period under review. The report also details the results of the monitoring
undertaken and assesses the environmental effects of NPDC’s coastal structures.
NPDC holds 46
Hydro-Electric Power Scheme as if the existing scheme was
part of the environment. The Raetihi Hydro-Electric Power Scheme had been in
place for nearly 100 years, though the expiring consents were granted for a term of
only five years. The Environment Court and High Court appeals were focused on the
water takes and flow rates associated with the scheme, rather than the land use
consents required for the headwork structures.

Items of interest from this week’s meetings of the Council’s two key committees, Consents & Regulatory, and Policy & Planning: More clarity on wetlandsThe Council has welcomed a Government move to amend and clarify its new wetlands regulations to remove unanticipated barriers to habitat restoration work and other nearby activities that pose no environmental threat. The Policy & Planning Committee discussed a draft submission that generally supports the proposed amendments subject to minor
in Hawera to remove any unacceptable
material before being transported to the site via truck. The weekly volume of the green waste discharged
varies from season to season with a limit of 50 m3 per week.. A variation to the consent in the 2014-2015
year also provided for the discharge of tomato green waste from greenhouses on a nearby property, while a
variation in the 2016-2017 year allows Fulton Hogan and South Taranaki District Council to supply green
waste in addition to Ingram’s.

AGrecovery have a comprehensive network of communications which was used throughout Taranaki.
The RWMO planned supplementary communications around the event in collaboration with District
Council officers. Extensive advertising in local newspapers, radio and rural community Facebook pages
helped share the event and what was offered to help support farmers. The uptake of registrations was
