Regional Land Transport Programme

The Regional Land Transport Programme is a statutory document which collates and prioritises land transport activities in the Taranaki region for funding from the National Land Transport Fund.

Regional Land Transport Programme. The RLTP is the basis for requesting government funding and includes the Taranaki Regional Transport Committee’s (RTC) view of the transport issues facing the Taranaki region and priorities for funding over the next three years.

The RLTP is based on activity programmes submitted by local councils in the Taranaki region, the regional council and the New Zealand Transport Agency (state highways). The Programme includes:

  • A prioritised list of potential transport activities for which NZTA funding may be sought during the three years of 2009/10 – 2011/12.
  • A statement of the Taranaki RTC’s view of the land transport priorities for the Taranaki region.

The RLTP is about more than just how much is going to be spent on local roads and state highways. It is also about how much money will be allocated to other modes of transport and infrastructure including bus services and facilities, walking and cycling and programmes to make the region’s roads safer for all users, including engineering and safety campaigns.

The RLTP was adopted by the Taranaki Regional Council on 30 June 2009 and has been forwarded to the NZ Transport Agency to be compiled into a National Land Transport Programme.

The NZ Transport Agency will decide which activities it will include in the National Land Transport Programme (NLTP) from those activities listed in regional land transport programmes around New Zealand.

Once included in the NLTP, an activity can be funded from the national land transport fund and then delivered. The NLTP was released by the NZ Transport Agency at the end of August 2009.

Regional Land Transport Programme variation process

The Land Transport Management Act 2003 states that variations to a regional land transport programme can be made at any time during the three years to which such a programme applies.

A variation request can be made by any approved organisation within the region (i.e. either the Taranaki Regional Council or any of the three district councils) and/or the New Zealand Transport Agency.  The variation request must be made firstly to the Regional Transport Committee, then the Taranaki Regional Council, before being forward to the New Zealand Transport Agency as a final variation request. 

  • A variation to the Regional Land Transport Programme [RLTP] is required for the following type of activities:
  • Projects included in the previous National Land Transport Programme [NLTP] but not included in the current RLTP i.e. committed activities.
  • Changes in activity scope i.e. from the information provided during the preparation of the RLTP.
  • Proposals to add new activities to the RLTP (and therefore the NLTP).
  • Any variation or change that triggers the RLTP's Significance Policy.
  • Where a change to the project will result in the delivery of a different project than which the public were expecting delivery of.
  • Where a project is to be deleted when it already has funding approved (this would only require consultation where it was considered 'significant').

In contrast, 'minor changes' to the RLTP which will not require a more formal RLTP Variation Process include the following:

  • Modification of activities identified by approved organisations in the region relating to local road maintenance, local road renewals and local road minor capital works, and existing public transport services which do not constitute a change in project scope.
  • Changes to the status of activities already in the NLTP (i.e. a change from Cat 2 to Cat 1 funding approval, or Reserve to Cat 2).
  • Changes to cost estimates or the timing of activities in the RLTP, as long as the timing change does not remove the activity from the current 10 year RLTP.
  • Where a project has been deleted but funding has not been approved.
  • Any change to the state highway maintenance, operations and renewals programme which does not constitute a change in project scope.

Below is a link to a schedule containing information on the activities that have been approved by the Regional Transport Committee for Taranaki, the Taranaki Regional Council and finally the New Zealand Transport Agency as a Regional Land Transport Programme variation. This schedule is to be treated as an appendix to the Regional Land Transport Programme for Taranaki 2009-12.
