One of a series of background reports prepared to assist the Taranaki Regional Council in its interim review of the Regional Air Quality Plan for Taranaki. The report examines trends in relation to resource consenting, pollution incidents and enforcement action prior to and subsequent to the adoption of the Plan; identifies any issues pertaining to the clarity and effectiveness of the regional rules in the Plan; and whether there are any disputes over the interpretation of those rules.
