Hazardous Substances and New Organisms (HSNO)

The Council inspects industries and businesses to check compliance with the Hazardous Substances and New Organisms Act 1996 (HSNO).

Businesses are not charged for the HSNO inspections which are done in conjunction with Resource Management Act 1991 (RMA) inspections wherever possible. The inspections are done under a contract with the Department of Labour which runs until June 2009.

The Environmental Risk Management Authority (ERMA) assigns various controls for sites based on the risk of hazardous substances that are stored or used. Controls may include Location Test Certificates (similar to the old Dangerous Goods Licences), “Approved Handlers” and tracking of hazardous substances. Compliance with these controls is assessed during inspections.

Council staff can also provide advice and information during inspections or businesses can contact the Taranaki Regional Council.
