You do not need a resource consent to take small quantities (15 cubic metres/year) of gravel from a streambed for your own domestic or on-farm purposes, as long as the gravel is not taken during winter (1 May to 31 October).
You also need to make sure you do not take gravel from any area that is covered in water.
If you cannot meet any of these requirements, you need to apply for a resource consent. However, under no circumstances are you allowed to take gravel from a riverbed for any purpose except your own domestic or farm needs.
