Generally, using fresh water for either domestic purposes or for water supply for stock can be done as-of-right in all Taranaki's rivers and streams, ie. no resource consents are needed, as long as the volumes taken are small (less than 1.5 litres/second or 50 cubic metres/day, and less than 25% of the stream flow is taken).
If you want to take water for any other purpose and if the volumes are small (as above), then again you are able to take the water without a resource consent unless you are in the Stony River catchment.
In the Stony River catchment there is a limit on the total amount of water that can be taken out of the river or its tributaries for agricultural and horticultural uses. Taking water from the Stony River catchment for other purposes is prohibited because of the high scenic and recreational values of the river.
In addition, taking large volumes of water from some parts of the Maketawa Stream and Manganui River is not allowed because of the high environmental values of these rivers. Note however that small volumes of water are permitted to be taken as above.
To take larger volumes of water from other Taranaki rivers or streams (where some effect on the stream environment may result), you will need to apply to the Taranaki Regional Council for a resource consent. The Council will look at proposals to take large volumes of water on a case-by- case basis. Heavy use is already made of some rivers (for example the Kapuni Stream and the Waingongoro River) and there may be restrictions put on water use in these rivers.
